Will my dog's ear fur ever grow in?

My dog is a Papillon... Which is French for butterfly... :D Anyway, when she was a little pup, her ear fur would always get matted up and we'd have to comb it out very gently. We did that... She is 3 years old now, and her ear fur was supposed to grow in by now.... I'm really worried and upset that she might not ever be able to meet all the breed standards!!! :( So will her ear fur ever grow in??? :(
